WIP: TinyMCE Editor - Rich Text Element language don't change by "builder language setting"

Hi,
In wp-admin: Bricks / Settings / Builder / Language (Set the builder language.) we can set the language for the Builder. Example my website language is France, I want Builder language is English.
I set it to English. Everything in Builder change to English except Rich Text Element.
I try use tiny_mce_before_init change wp_lang_attr, language to English, but nothing happen.

This issue happens with Add Media Popup too.
When add media in Bricks Editor the language of Insert Media Popup is not change as expected.
