WIP: Grid outline issues in builder

Hi,

First of all, this bug is not related to version 1.12 BETA.

If we use a Grid on the page and Grid Outline is enabled, there will be two problems. Actually, the two problems are not fatal, but fixing them will make a good feeling when working with the Grid.

1- For example, if the grid is four columns on desktop and two columns on mobile, when we switch between the two, the Grid Outline will fall into place with a delay.

2- Continuing from the previous case, this delay causes horizontal and vertical scrolling to appear momentarily in the builder when switching from desktop to mobile, which in turn causes the page to jump.
