WIP: Checkout V2: Some style issues in Select2: Country/State field

Hi,

1- Padding is not applied properly in the Select2: Country/State field.

2- When the checkout is initially loaded, the Select2: Country / State field is accompanied by a jump. This causes the browser to scroll horizontally when the checkout is loaded in Chrome. In Firefox, the initial jump is present, but the horizontal scroll does not appear.
