What is the new setting added in 1.3.2 called "Disable “Skip Links”"

There’s a new feature added in 1.3.2 which adds a new setting option called “Disable “Skip Links””. There’s no documentation on this though… what exactly is this feature and its functionality?

it removes the “skip to main content” link in the markup.
