When exporting and importing a popup on the same site, the imported popup is impossible to trigger.

This is probably because the popup ID changes during import. Accordingly, the trigger (presumably via click?) that refers to an old popup ID no longer works.
Have you ever checked this? If in doubt, remove the interaction and create a new one in which you then select the “new” popup template.
