Issue with the checkout element terms / payment button. Does not style (background color, etc). Looks like woocommerce button styling is still taking precedence.

Did you checked the Button settings within content->conditions tab? Mine is working as expected, using bricks 1.7.3 as well.
Not sure what you mean by the button settings on conditional. I was focused on the nominal state.
I ended up just targeting some css at it. .woocommerce-checkout .place-order .button {
