Please add a section to the Theme Styles settings area for the WooCommerce sale badge that shows up on the product archive page. In this theme style area, please allow turning on and off the badge, adjusting text displayed, typography, border/radius, and background for starters.

Yes, these settings are not enough. You have to write the CSS manually.
Exactly @parktechno This is how I like the badge to look, but obviously everyone has their own tastes.
The styling I’ve listed above is the minimum required to get this look. Perhaps someone could chime in with their requirements?
