SOLVED: Issues Creating Footer Template

I am going to presume Ngnix and PHP 8.1 are all ok.

When trying to edit a Footer template, the content gets pushed below the bottom of the view port and can not be edited. A portion of the footer is always below the bottom of the browser View port.
