When looking at theme styles and you select the image element it shows settings for icons.

Thanks so much for your report!
Admittedly, this is confusing at first glance. However, the image element has an icon setting that displays an icon as soon as the image is linked (e.g. to the lightbox or externally). And that’s what you can set globally in the Theme Styles. So, this is not a bug
