If you add a background image to a section and want to apply a transparent overlay over the background image the transparent does not work.
Does also not work in a block etc.
If you set a background image and add a transparent overlay the transparent does not work.

Welcome to the forum, and thanks so much for your report!
Please change the “Apply to” setting to overlay and it should work as expected. The problem with the background setting is, that both, the background image and the gradient/overlay color apply as a background image, so one overrides the other.
Let me know if that fixes the issue.

I was wondering why transparent is not transparent here.
