I have faced a weird bug/issue in several elements, when I want to set an alignment, it does not work and if u see carefully you can see the editor area jumps as soon as i set the alignment

no need to tag me… I’m going through every report either way.
Since the content wrapper of the carousel is a flex-container, text-align has no influence on the heading tag. But you can use Content » Alignment » Top Center.
Attention: Middle center does not work ^^

No, but this is probably related to the other RTL issues (e.g. some overflows) we’re already working on 
Please give it another shot in the next version
