Shrinking, sticky multi-row header

Hey all,

I posted this in the FB group, but also wanted to post here as I’ve learned a ton from this forum. I am creating a website for our athletic organization and want to utilize some sections from essentially every college sports website around (from Sidearm Sports.) Fairfield has a good example of what I am looking to do (Men's Lacrosse - Fairfield University Athletics).

Thinking basically three rows… The top row can be scores for when we are in competition, but hidden when we aren’t, the middle row is the main navigation, and then the bottom row would only be on team pages, but have links for rosters, schedules etc.

My question is 1) what is the most straightforward way of creating a shrinking header where only the second and third row stick and 2) how would I go about creating the bottom row since the links for each team would link to a different page (men’s vs women’s roster for example)
