Usually this type of interaction is used for full screen scroll pages where every section is a new scroll. So I don’t see the point for you to use this element for a normal onepage without that specific function. But you do you. UX wise it’s bad design to use the element as the user expects a new section with every scroll, which doesn’t happen.
