I set up styles in the template for the popup and regenerated the style files. For some reason, they do not apply to popup. The link to the popup and the popup template are located in the header template.

Hi,
You have used the template element instead of a popup condition. For popups, you should only use the template element within a loop. So I added an “entire website” condition, removed the template element and the styles show up as expected.
