In Style Manager, creating a spacing scale, it generates the variables even if you don’t click the “generate variables” button.
To replicate, go to the spacing scale, give the scale a name, click create and then go to the Variables manager and the variables will be there.

That’s right—the variables are created immediately when you create the scale. It’s been that way ever since the typography and scaling generators were introduced. That’s why you get an instant notification that variables have been created after creating a new scale. Now you can adjust your settings and the variables are updated/overridden when you click “Generate Variables.”
Overall, there’s no issue with it, isn’t it?
