Although I have specified a specific color for the body in the style theme, the color of the Filter-submit element’s text in the iphone Chrome and safari browser is white by default, while it is black in the builder.

I can reproduce this behavior, but I wouldn’t consider it a bug. By default, the submit button has no styles of its own—no background and no text color. Instead, it uses your browser’s user-agent styles, which, for example, set the background to light gray and the text to black in Chrome.
On iOS, the background is blue, and the text is white by default.
If you want your body color to be applied, you can set the value to “inherit” under Style » Typography.
