New Control: Anchor Offset

Hi bricks team,

One common issue with anchor links is that they tend to scroll to a position underneath sticky headers, hiding content. With the Anchor Offset Control, anchor links can be set to scroll to the desired and correct position, ensuring all content is visible. Especially when using the table of content, we will definitely deal with this problem.

Since the header is sticky, when we move to the desired heading, it will be placed under the header. Anchor Offset helps to prevent the desired heading from being placed under the header in this situation.
