What would be the best way to add a modal containing a Fluent Forms contact form?

If you have BricksExtras, you can use their modal and insert the form’s shortcode with shortcode element.

If you have MaxAddons, they are releasing it soon.

If you don’t have them, you may browse videos on YouTube or Bricksdirectory.com. There are some tutorials to guide you how to create a modal in Bricks Builder.
