In the video element, is there a way to set a quality of, say, 360p for a Vimeo video on mobile responsive sizes, like we can for other settings based on responsive size?

Youtube doesn’t have API to change resolution, it works automatically based on screen size, video element size or network speed.
User has option to do so manually using the Gear setting.
