How to change mouse cursor to pointer / etc. when hovering over a certain block?

I am trying to change my mouse cursor to a pointer when hovering over a certain block. I tried searching keywords for this and also setting the block to :hover and the custom CSS to a pointer but I must be missing or misunderstanding something.
