The WooCommerce notice isn’t appearing correctly at the frontend, but appears correctly in the Checkout template. The Notice div is empty in the frontend. See screenshot below for more context.

Initially, I demonstrate the functionality of the coupons (which works correctly), and then I showcase the error notification (which doesn’t render properly). Additionally, the scroll-to-top action is also not functioning.
