I have a section template that I am using for the page header for all pages (where it says Lawyers). When I insert the template via Templates browser, the background image is automatically set back to the placeholder image instead of the background image that is selected in the template.

I was able to reproduce it (or in other words I had the problem myself earlier while building a page) and added it to our internal bug tracker. It will be fixed soon.
Edit: you can use the Template Element instead of placing the template directly into the page. In that case, the background image works as expected.
