Standard WP filters for comment form don't work with comment form element

Hi,

It seems that comment_form_default and comment_form_default_fields filters don’t work with comment form element.

They are working OK when outputing comment form with comment_form() WP function, though.

Those filters are very important because they allow to remove useless fieds and customize comment form for GDPR purpose.

comment_form_fields filter works.

1.9.7 added a Fields setting that could be set to Email to remove Name and Website fields, for example.
