NO BUG: Fixed Image (parallax) effect not working on iPad, iPhone, iOS

when setting the background image of a section (etc) to fixed to have the parallax effect it does not display correctly on iOS devices. The image is resized to a huge size so it is distorted and the parallax effect is not working. Anyone seen this?
