Request?: To make these tabs sticky in panel for easy and fast accessible to content tab.
Why?: It is easy to switch between those tabs without scrolling top every time.
Downsides?: I don’t see any downsides to this.

This is OK now for settings tabs, but IMHO it could be even better with the whole top panel sticky:
